The 1940 resolution was "Resolved: That the Federal Government Shall Own and
Operate the Railroads."

Stillwater was the runner-up (to Minneapolis West) that year and we found an
old article from the local paper, which happened to have the resolution in
it.

Other trivia: Back then, state semi-finals were held on separate days in
late April.  Both teams that advanced to the state championship round were
automatically byed in to the NFL national tournament, which was held the
first week of May.  The teams competed at the national tournament first and
then returned to compete in the state championship round.

More trivia: at the 1940 national tournament, the NFL set up a special
bureau to help students stay in touch after the tournament -- the NFL's
motivation was to help all the "newly kindled romances" at the tournament.

Given the year, I wonder how many of the competitors went on to fight and/or
die in World War II.
