I couldn't find anything suggesting a shooting delay at this
site, but they have a bit more info than imdb:

I didn't realize this was being directed by the auteur who brought us not just Twister, but both Speed movies. I should think this is a bigger sign of possible disaster than
whatever actors are cast in it.

I'm not holding out much hope myself for this being a great film, even if Lili is in it.
