To Her Imperial Majesty, Katerina of Dryden:
It was with great pleasure that I received your ambassador Aldo Marigny and his colleagues. He explained to me of your Empire in the North, its glorious history, and impressive accomplishments. Having recognized your nation as one deserving of the highest respect and admiration, I would submit to you a proposal for our mutual benefit.
I wish to grant to you, your clans and their families title and tax collection authority in a portion of the vast unoccupied grasslands of my domain, between the Chilosa and Chokaa Rivers, south to a line drawn parallel from the northernmost spur of the Giko Taaba, comprising about 150,000 square miles. Three of every ten bushels of grain from these lands would be due to me; the rest would be yours to collect and distribute as you see fit. Military service of the inhabitants would also be expected in times of war. The land is rich, but at present unsettled, and I have not the population to fill all of it.
I extend you and your clans an invitation in friendship to visit my capital at any time of your choosing. I would be honored to consider your great Empire an ally.
Yours, &c.
